A toddler was observed pushing a toy in the middle of Plains Road Tuesday morning.
A motorist saw the unsupervised child and attempted to return the toddler to the residence, but was unable to make contact with anyone, according to Milford Police.
Police arrived and were able to make contact with Nichol Phelan, age 20 of 433 Plains Road, Milford, who was allegedly unaware that her child was in the roadway.
The child was transported to a local hospital for an evaluation. The department of Children and Families was notified of the incident.
Nichol Phelan was charged with risk of injury. She was released on a promise to appear in court on January 8th.
