Traffic Light Out Again

The Traffic Light at the intersection of Old Gate Lane and E. Town Road (also known as the "Lowe's Intersection") is broken yet again.

Luckily it's using "emergency" mode by blinking red or yellow as appropriate.  But given the level of confusion for drivers at such a busy intersection I'm amazed that we haven't heard about a serious accident yet.

I am confused about why the town is having such a hard time keeping this light functioning properly.  Again, given the amount of traffic that goes through this intersection I can't believe that the town won't rush to restore the light or even post a police officer for safety.
