Safe house in Milford

The issue was not about the Safe House - the issue was that the city denied a zone change to a Milford citizen who was interested in purchasing the house for her family but yet okayed the Safe House as being acceptable in a R 5 residential zone.  Something underhanded was done and residents want to know why the zoning laws don't apply to everyone - citizens and businesses alike?  Residents deserve to know why or who put this through without being labeled "selfish".
